JACKSONVILLE – The Duval County Canvassing Board concluded the Neptune Beach City Council Seat 4 manual recount with 1448 votes for incumbent Richard Arthur and 1448 votes for Rory Diamond.

“The Canvassing Board has reviewed the ballots in question and each time came to a unanimous decision. Both candidates picked up a vote in the manual recount, leaving the final outcome at a tie. Presently, there is a ten day waiting period after the General Election that we must wait for any military and overseas ballots to come in by mail. That means after 7:00 PM on November 14th if the race is still a tie, the winner will be determined by a game of chance on November 15th, at 7:30 AM,” said Supervisor Holland.
