Overview of Program

Note:  Absentee requests may be made for all elections through 2014. Voters may check our website on the home page to determine their absentee status.  A suggested form for collecting absentee requests may be found on our website at http://www.duvalelections.com/GetDocument.aspx?id=3012

  • The elections office makes absentee requester data available to candidates, political committees, committees of continuous existence and political parties pursuant to FS 101.62 (3):

“Request for Absentee Ballots”  “…The information shall be confidential and exempt from the provisions of s.119.07 (1) and shall be made available to or reproduced only for the voter requesting a ballot, a canvassing board, and election official, a political party or official thereof, a candidate who has filed qualification papers and is opposed in an upcoming election, and registered political committees or registered committees of continuous existence, for political purposes only.”

  • The approved entity (i.e., the candidate) must complete the access form and mail it to 105 East Monroe St., Jacksonville, FL  32202.  

  • The requester will be provided with a user code, password, a link to the Absentee Portal and instructions for use.

  • The data is provided as a text file, in csv format.  The end user views and manages the data using excel or other database management software.  The data is county-wide; the end user must extract what is needed.

  • There are four types of absentee voters:
       A. Overseas military
       B. Overseas civilian
       C. Domestic military
       D. Domestic civilian

  • For our purposes, Overseas is comprised of the first three types (A, B, & C).  Domestic is civilian only.

  • As of August 2012, there are approximately 43,000+ requests in the queue right now.

  • Schedule:  The “first drop” of overseas absentees is to be September 21, 2012.  Front that point on, we will send overseas absentees daily.  The “first drop” of domestic absentees is to be determined. Once the first drop goes, we will mail domestic absentees out daily.

  • Files will be posted daily on the portal (if new data is available).

  • The following fields:  Mailing_Address_1, Mailing_Address_2, Mailing_Address_3 and Mailing_Address_4, Mailing_City, Mailing_State and Mailing_Zip represent the address where the absentee ballot will be mailed.

  • Absentee Returns and Early voting files will be posted on the portal when they become available.

  • Absentee Return Codes:
    M  Mailed
    V  Voted, returned good
    C  Request cancelled
    E  Voter Error
    U  Returned undeliverable
    R  Rejected

To obtain the absentee ballot request information, please fill out the form and mail to our office, address below.

Cost: A fee of $50.00 will be assessed to all entities requesting access for the 2012 election cycle. A check payable to the Supervisor of Elections must be included with your form.
